Environmental Appraisal for Developmental Projects

Rapid industrialization and infrastructure development coupled with rapid population growth and urbanization has exerted tremendous pressure on the environment. Modern consumption patterns and the corresponding production patterns involved in the satisfying of the human needs are leading to excessive usage of natural resources and causing degration of natural resources.

Sustainable development, environmental and social soundness began to be recognized as issues of governance. Recognizing the need for environmental appraisal for certain developmental projects, the Ministry of Environment & Forest, Government of India had promulgated certain regulatory framework under the provisions of Environmental (Protection) Ac 1986, such as Environmental Impact Assessment Notification 2006, Coastal Regulation Zone Management Notification 2011 and Wetland (Conversation and Management) Rules, 2010.

We are certified by ASCI in understanding regulatory framework and appraisal requirements / process for developmental projects and also on requirements of EIA reporting.



Pharma & Chemical Sector – Environment Aspects & Mitigation Planning

The Indian Pharmaceutical and Chemical Industry today is in the front rank of India’s science based industries with wide ranging capabilities in the complex filed of manufacture and technology. There is a huge potential in Pharma & Chemical sector

On the other hand Pharmaceutical and Chemical Industry is identified as a highly pollution potential category, generating toxic effluents, air pollutants and hazardous solid waste. All these waste requires safe handling, treatment and disposal in a scientific manner. There were many instances of serious environmental damages caused by some of the units.

Environmental Management Plan for Thermal Power Plants

Power sector is one of the core industrial sectors, which plays a very vital role in the overall economic growth of the country. The total installed power generation capacity in our country has grown to 1,73,626 MW in March 2011 from 1,362 MW in 1947. The share of thermal 65% with maximum capacity from coal, hydro 22%, nuclear 2.8% and renewable energy is at 10.6%. In spite of having such huge power generation capacity, the country is facing energy shortage of 7.5% and peak shortage of 10.3% (2011-12). The per capita consumption of electricity in our country increased from 16.3kWh in 1947 to 813kWh in 2011. The National Electricity Policy (NEP) stipulates power for all and annual per capita consumption of electricity to rise to 1000 units. To fulfill the objectives of NEP, a capacity addition of 78,700MW has been proposed for the 11 Plan. During the midterm appraisal carried out by the Planning Commission, the capacity addition target for the 11 Plan has been revised to 62,374 MW. This clearly reflects the potential for additional power projects and planning by the government.

At the same time, Thermal Power Plants (TPP) has been identified as having high pollution potential by Ministry of Environment and CPCB. Hence, Environmental Appraisal before setting the project was made mandatory for TPPs under EIA Notification 2006. It is also mandatory for appraisal under CRZ Notification 2011, if the project or the project facilities fall within the CRZ area. There are instances, where the local population is objecting for setting up of new power projects. There were also instances, where MoEF rejected / revoked the environmental clearance for certain TPPs. Keeping in view of the requirement of the power for the economy of the country and at the same time recognizing the environmental aspects, Environmental Impact Assessment has to be done in a very scientific way. Having sound Environmental Management Plan for proper handling of liquid waste, air emissions and solid waste with post project monitoring requirements is essential for achieving smooth functioning of the project. Due to emerging new issues such as impact due to greenhouse gases / mercury emissions, new pollutants are being identified for regulation by certain developing countries.
